Internet explorer script error wo't go away?

I can't seem to get rid of the script error popup,or sometimes if I press the x button alot of times.If any pop ups show up I can't click options and my at%26amp;t browser has a black bar where all the control icons should be I have the latest java and flashplayer updates.I thought it could be something in the registry or missing active x files.I also can't get search or system restore on windows xp I have a dell Demension 2400

tools-%26gt;internet options- %26gt; advanced tab

under the browsing section, 4th checkbox says disable script debugging. make sure it's checked
