Whenever my mom types in certain websites (ebay.com, paypal.com, espn.com, etc...) the entire page is in this foreign language. The only thing on the page looks exactly like this:

???脿?贸茅?貌脿, ?a??猫貌??眉 ?? ??贸?谩?茅 貌??铆猫梅??锚?茅 ?????e?锚猫 support@mchost.ru
? 贸a脿??铆猫?矛, ???貌猫铆? McHost.Ru
I don't even know what language this is!
Some of the websites she visits are ok, but about 1/3 of them come up with this junk. I have no idea what it is and I've had her run her virus / adware / spyware protection just to make sure.
I don't know if it's a setting that can easily be turned off, but it's really frustrating. It's not like the entire ebay website is in this language. It's just that simple message (above). You can't do anything! Could this be an Internet Explorer (6) error or problem?

Looks to me that she has malware in the form of a browser hijacker. The readable addresses in the text appear to be based in Russia. Try and get her to follow the steps below to see if she can rid of the malware.
Firstly update and run your anti-virus product. You can also run a free online scan as well as some malware can actually corrupt or disable your resident security products. Here are a few online scans you can run:

Third, after cleaning your system, disable System Restore, reboot and re-enable System Restore when you log back on. This will clear the malware that may still be lurking in System Restore, which could be reinstalled should you need to rollback at some point. Additionally, a reboot may be required to complete the malware removal process.
Lastly, you may also want to install the following tool. It is free and requires you to check for and enable updates manually once a week or so. It uses no system resources.

Also you should advise her to check her bank and credit card accounts to make sure there have been no unauthorized charges. If she has been providing financial details on a fake eBay site, she might become a victim of identity theft.

Try to go to View -%26gt; Encoding and then change the Encoding style there, that should decode the pages and they should start to display properly :)
